We do have law of discretion but law is not a discretion
Dowrkin said there are two kinds of discretion: strong and weak discretion
Strong discretion concerns with choice between or among A, B, C, etc, each of which is legally based; the point of considerations are all justified legally.

In.weak discretion, the choice is not legally justified. For example you decide to go.via Parsoburan or Pamingke.
Do not mix law with: discretion, permit, approval or mie gomak
Law is either A or B. It can not be half A+ a half B, etc
